Background
This division was formed in 1998. The purpose of the
Juvenile Field Services (JFS) Division is to provide supervision and/or
case management for adjudicated juvenile offenders in Sedgwick County.
Juvenile offenders served by this division include: those at risk of
entering state's custody, those placed on intensive supervision
probation, those in the custody of the state, those directly committed
to a state juvenile correctional facility (JCF), and those on
conditional release (CR) from a state JCF. Funding for these programs is
provided by contractual agreements with the State of Kansas Juvenile
Justice Authority (JJA).
General Information
JFS places emphasis on public safety, preventing future
offenses through the use of evidence-based correctional practices and
services, education, employment and enhancing positive family impact on
the offender's behavior. Offenders are supervised on level systems based
on their level of risk to reoffend as determined by evidence-based
correctional risk assessments. Urinalysis and breath analysis tests
detect drug use. Contacts with employers, educators, treatment
providers, caregivers and the offender are characteristic of these
programs. In some cases, electronic monitoring is used to restrict
freedom and provide sanctions for minor violations of the conditions of
supervision. This restricts the offender's mobility to the home or other
approved locations. If the offender violates the rules, staff are
quickly notified and can take action.
Core Programs
Juvenile Intensive Supervision Program (JISP)
JISP is an intensive community based program providing services to
offenders at risk of entering state's custody and placed on intensive
supervision probation by the Court.
Juvenile Case Management (JCM)
This program provides supervision and case management for youth in the
custody of the State of Kansas Juvenile Justice Authority. Some
juveniles served by this program are placed outside their family homes in a
variety of settings including: detention, resource homes, residential
treatment facilities, independent living programs.
Conditional Release (CR)
This program provides supervision and case management for youth
returning to the community from juvenile correctional facilities on
conditional release. Juveniles served by this program are placed in their
family homes, detention, resource homes, residential facilities,
treatment programs, independent living programs and independent living
programs.
Grant Programs
Comprehensive Approaches to Sex Offender Management (CASOM)
Juvenile Field Services was recently awarded U.S. Department of Justice,
Office of Justice Programs' Bureau of Justice Assistance grant funds
under the Comprehensive Approaches to Sex Offender Management Program.
This program assists jurisdictions in establishing collaborative
multi-system comprehensive strategies to manage sex offenders under
community supervision. Focus is placed on to improving juvenile sex
offender management policies and practices by critically examining
existing approaches to managing the population; identifying significant
gaps and needs; and developing strategies to address the needs. Other
goals to be met during this grant include: formalizing a
Multidisciplinary Team Policy Group for the Sedgwick County Juvenile Sex
Offender Multidisciplinary Team; improving attendance at the Juvenile
Sex Offender Multidisciplinary Team meetings and the variety of agencies
attending; increasing the use of evidence-based programming in the
treatment of juvenile sex offenders, implementing the use of empirically
guided risk/needs assessments for juvenile sex offenders prior to
sentencing; reducing the size of Juvenile Field Services juvenile sex
offender specific intensive supervision officer caseloads; increasing
assistance available to juvenile sex offender specific intensive
supervision officers; arranging affordable regional juvenile sex
offender specific trainings; and building support for the long-term
sustainability of the Juvenile Sex Offender Multidisciplinary Team and
its activities. This program covers the time frame of October 1, 2007 –
September 30, 2009.
Sedgwick County Offender Reentry – Juvenile (SCOR-J)
The Kansas Juvenile Justice Authority was recently awarded an Office of
Juvenile Justice and Delinquency Prevention grant to implement effective
reentry practices for youth reintegrating from the juvenile correctional
facilities. The mission of Juvenile Justice Authority’s Project STAR
(Success Through Achieving Reentry) is to reduce recidivism by
implementing evidence-based practices throughout the system’s continuum
from the juvenile correctional facilities, community reentry facilities,
and community reentry officers. The project will improve the quality of
services within the juvenile correctional facilities, develop a
community reentry facility that will serve as a step-down facility, and
implement evidence-based services within the community pilot sites.
Sedgwick County Juvenile Field Services is one of three sub-grantee
pilot sites in the state, and SCOR-J is the name of Juvenile Field
Services’ local program. This program covers the time frame of March 1,
2008 – August 31, 2011.
