In light of the intentional disease outbreaks in the United States, such as the 2001 anthrax attacks, and the substantial health risks posed by influenza, and other bacteria, spores, toxins, or viruses, states and local jurisdictions have been called upon to develop comprehensive mass prophylaxis plans.  The goal is to ensure that civilian populations have timely access to necessary antibiotics and/or vaccines in the event of future outbreaks.  In compliance with grant requirements to ensure mass pharmaceutical dispensing processes, Sedgwick County, Kansas, Metropolitan Medical Response System (MMRS) developed the Mass Pharmaceutical Distribution/Dispensing Instruction and Operations Guide and Mass Pharmaceutical Distribution Medication Preparation Instructional Video.  We are pleased to offer these resources to other jurisdictions.   

The Mass Pharmaceutical Distribution/Dispensing Instruction and Operations Guide was designed by the Sedgwick County, Kansas Metropolitan Medical Response System (MMRS) as a tool for the county’s local dispensing sites.  The guide gives a detailed description of each worker’s roles and responsibilities as well as all forms needed to complete the dispensing process.  The guide was designed to be compliant with both the National Incident Management System (NIMS) and Incident Command System

A Mass Pharmaceutical Distribution Medication Preparation Instructional Video accompanies the Guide.  It details the step-by-step medication preparation process for preparing Doxycycline.  This 10 minute video is available in both VHS and DVD formats.

Each section of the guide includes all the information and forms needed to run up to six work stations.  Since each section is individually divided, it is perfect for those sites that only require a few work stations.       

While the process was originally designed to assure delivery of the MMRS pharmaceutical cache, including pediatric cases, the process also enhances and supports   Centers for Disease Control and Prevention (CDC) and Health Resources Services Administration (HRSA) pharmaceutical mass dispensing criteria.

The information and instructions presented in the Medication Preparation Video are specific to Doxycycline.  The MPD Instruction Guide was designed by the Metropolitan Medical Response System of Sedgwick County, Kansas and is intended for use by jurisdictions having a pre-placed or local pharmaceutical cache as well as pre-placed supplies and equipment.  However, the process can also be used for other Mass Pharmaceutical Dispensing activities, such as Priority Prophylaxis or the Strategic National Stockpile.  It is very important that all updates and revisions be placed in the MPD Guide.  The MPD Instruction Guide and Medication Preparation video are copyrighted and by purchasing them you agree to abide by all copyright laws and regulations.
