Biography
Kelly Parks was elected to the Sedgwick County Commission in January 2007. He is a fourth-generation Kansan, born and raised in Hoisington. Kelly is serving his first term as an elected official in the fourth district, but has been involved in politics for more than 30 years. He served as legislative chairman for the Kansas Association of Chiefs of Police (KACP) in the 1980s and served for 15 years on that committee. Kelly was the president of KACP in 2005-06 and a 29-year veteran police chief serving two cities.
His goals for his first term are to concentrate on funding essential government services and keeping a lid on the residential property tax mill levy. Kelly wants to ensure private property rights to citizens and keep a careful watch on eminent domain actions by government at all levels. He is the only Sedgwick County commissioner who lives outside an incorporated city.
