3. Action Item: Status of Final Request for Proposals (RFP) Documents
3.a. Becky Rose reported that all Coalition feedback from the June review had been incorporated and the RFP package was in final editing and quality control prior to publication.
3.b. RFPs will be released as four separate solicitations aligned with the Coalition's strategic priorities: Stigma Reduction, Outreach and Education; Integrated Care; Overdose Prevention; and Expansion of Treatment Capacity. Applicants may apply under multiple strategy areas by submitting separate applications.
3.c. Recommended 2026 funding allocations were presented as follows:
- Stigma Reduction: $250,000
- Integrated Care: $580,000
- Overdose Prevention: $270,000
- Expansion of Treatment Capacity: $900,000
- Total: $2 million
Anticipated award amounts were presented as planning guidance only and remain subject to Coalition discretion based on proposal quality and funding availability.
3.d. Steven Kamau discussed treatment-capacity funding, asking whether proposals could include both new treatment slots and continued support for individuals already in treatment who lacked ongoing funding. Becky Rose confirmed those activities would be eligible for consideration under Expansion of Treatment Capacity. Discussion also included realistic treatment expansion costs and the potential value of multiple smaller awards.
3.e. Becky Rose reiterated guidance on the two-year award period, flexibility in funding allocations, and contract performance expectations. She confirmed that awards are intended to cover a 24-month period beginning on the award date and that funding recommendations remain flexible.
3.f. Armand Shukaev explained that contract performance and early termination provisions would be governed through the final agreements. Joe Thomas advised payment schedules would be established during contracting based upon the awarded proposals.
