NOTICE OF SPECIAL QUESTION ELECTION

CITY OF VALLEY CENTER, KANSAS

            Notice is hereby given to the qualified electors of the City of Valley Center, Kansas (the “City”) that a special question election has been called and will be held on November 3, 2026, for the purpose of submitting to the qualified electors of the City the following proposition:

Shall the following be adopted?

Shall the City of Valley Center, Kansas, be authorized to impose a one percent (1%) Citywide retailers' sales tax, the revenue from which will be used to enhance public safety services, including fire and police operations, capital improvements, equipment, and maintenance within the City and all improvements related thereto (“Public Safety Purposes”), including payment of debt service on financings issued for Public Safety Purposes, with the collection of such sales tax to commence on April 1, 2027, or as soon thereafter as permitted by law, and continue in effect until it is repealed by the Governing Body; all pursuant to the provisions of K.S.A. 12‑187 et seq., as amended?

            To vote in favor of any question submitted on this ballot, press the word “Yes” on the voting machine or completely darken the oval to the left of the word “Yes” on the paper ballot.  To vote against it, press the word “No” on the voting machine or completely darken the oval to the left of the word “No” on the paper ballot.

            The polls will open at 7:00 A.M. and will close at 7:00 P.M., on November 3, 2026, the election day.  The voting places in the City, and the area each voting place will serve, will be as follows: 

Early voting is available at the Sedgwick County Election Office during regular business hours, beginning Monday, October 19, 2026.  Early voting will end at Noon on Monday, November 2, 2026.

Early voting is available Monday – Friday, from 8AM – 5PM, at the Advance Learning Library, 711 W 2^nd St N, Wichita, and the Sedgwick County Extension Office, 7001 W 21^st St N, Wichita, October 19 – 30, 2026.  These two locations will also be open from 9AM – 1PM on Saturday, October 31, 2026.

Early voting is available at the following satellite locations on October 27 – 30, 2026, 10am-6pm, and October 31, 2026, 9am-1pm:

            The election will be conducted by the officers and/or persons provided by law for holding elections, and the method of voting will be by ballot.  Registered voters are eligible to vote by advance voting ballot upon application to the Election Commissioner at the address set forth below pursuant to K.S.A. 25‑1117 et seq.

ADDITIONAL INFORMATION

            The following additional information is provided by the City with respect to the impact of this ballot question.

            Passage of this ballot proposition would authorize the City to impose a one percent (1%) City-wide retailers' sales tax (the “Public Safety Sales Tax”) to fund the Public Safety Purposes as described in the ballot proposition.  Collection of the Public Safety Sales Tax, if approved by the electors of the City, shall commence on April 1, 2027, or as soon thereafter as permitted by law, and will continue in effect until repealed by the Governing Body of the City.
