Administration Bureau

In addition to the day-to-day operations, the Undersheriff oversees the department’s fiscal management, purchasing and equipment procurement.  The Support Division answers to Undersheriff Richard Powell .

Col. Richard Powell is a lifelong resident of the Sedgwick County area. He is a graduate of the FBI National Academy, FBI Command Institute and the FBI-Law Enforcement Executive Development Seminar. He holds a Bachelor’s Degree in Business Management, a Master of Science Degree in Management Information Systems and a Mini-MPA Certificate.

In 2008, he was appointed by then Sedgwick County Sheriff Robert Hinshaw to be one of Sedgwick County’s three Undersheriffs.  As the Support and Administrative Undersheriff, he oversees the fiscal wellbeing of the agency and its $58M dollar annual budget. In addition to managing the budget, Col. Powell assists Sheriff Jeff Easter with day to day operations of the multi-division, 550+ employee organization, oversees the civilian administrative staff and the agency’s Support Services Division.

Col. Powell regularly instructs Core Values, Ethics, Agency Mission and Vision classes to all newly hired Sheriff’s Office employees. He also serves as an Adjunct Instructor at the Kansas Law Enforcement Training Center

Col. Powell is an active member of numerous state and national law enforcement professional organizations and committees. Appointed by the Kansas Governor in 2014 to the Kansas Commission on Peace Officers Standards and Training (Ks-CPOST) he currently Chairs the Commission Administrative Hearing Committee.

The Administration Bureau is the hub of the Sheriff's Office.  All of the Administrative Offices for the Sheriff, Undersheriff's and the Chief Deputy are located in the Administrative Office. They are assisted by four civilian employees.  The Sheriff's Office handles mortgage foreclosers and delinquent tax sales along with all the purchasing of supplies and equipment for the Sheriff's Office. The Professional Standards Unit is also found within the Administration Bureau.   The Support Division falls under the Administration Bureau. The Support Division does just that, it supports both the Detention Bureau and the Law Enforcement Bureau.
