The Upward Mobility Workgroup reviewed the Urban Institute Upward Mobility Framework, focusing on the pillar Rewarding Work and how economic stability supports overall health. Upward Mobility Framework | Urban Institute | Upward Mobility Initiative Members discussed refining two core CHIP goals centered on improving basic needs and expanding financial opportunities.
Proposed CHIP Goals:
- Draft Goal 1: Improve basic needs opportunities that support pathways to upward mobility.
- Draft Goal 2: Increase awareness of opportunities that help community members improve their financial situations.
Populations of Focus:
- Priority ZIP Codes, ALICE population, Adults with partial educational credentials
Discussion Highlights:
- Basic needs such as food access, housing stability, and safe living conditions are foundational to economic mobility
- Early CHIP efforts may focus on food access coordination among community partners while gathering expertise on housing
- Presentation from HopeNet introduced the Thrive Lights assessment tool for measuring changes in financial stability and well-being.

- Workgroups will continue refining goal wording and identifying populations of focus before the April meeting.
