Court Orders $70K Judgment Against Local Mobile Home Dealers for Consumer Protection Violations

WICHITA, Kan. — A default judgment totaling $70,148 was entered against a local couple acting as mobile home dealers for engaging in "unconscionable" and "deceptive" acts, the Sedgwick County District Attorney’s Office announced Monday.

The judgment follows an investigation by the District Attorney’s Consumer Protection Division into Zachary Storm and Krystle Storm, both doing business as Twister City Homes. The investigation was prompted by a consumer complaint.

In Sedgwick County Case No. SG-2025-CV-003287, the Consumer Protection Division alleged the Storms committed five violations of the Kansas Consumer Protection Act. These included acting as mobile home dealers and brokers without proper licensure, failing to deliver titles in a timely manner, and overcharging for lot rent.

Under the court order, the Storms must pay $18,951 in restitution to the consumer and $50,000 in civil penalties, in addition to court costs and investigation fees. The court also ordered the couple to cease business operations until they are properly licensed and the full judgment has been paid.

District Attorney officials reminded consumers that mobile home dealers must be licensed with the Kansas Department of Revenue, similar to auto dealers. However, mobile home titles must be delivered within 30 days, rather than the 60-day window allowed for vehicles.

Under Kansas law, if a title is not delivered within 30 days, the sale is considered fraudulent and void, and the consumer is entitled to a full refund.
