Inmate Communications & Visitations
Beginning Monday, June 16, the Sedgwick County Adult Detention Facility is upgrading its inmate communication and mail systems to improve security and better connect inmates with their families and friends. These changes are being made in partnership with a third-party contractor, ICS Corrections, Inc. (ICS).

Costs
All costs associated with the inmate communications systems are paid to ICS and no proceeds from any of the services provided go to the Sedgwick County Sheriff's Office or Sedgwick County Government.
The following are the services provided by ICS and the usage rates:

*For international calls, "cost" means the underlying ICS carrier cost based on an average rate per minute per destination calculated quarterly pursuant to FCC 47 CFR § 64.6030 (e).
Video Visitation
Each inmate is allowed one hour of free on-site visitation per week. Additional on-site visits can be done, but will be charged at the same rate as remote visitation. All visits are held at the Sedgwick County Adult Detention Facility located at 141 W Elm. All visits will be video visits and must be scheduled at least 24 hours in advance. The first time a remote visitation user registers, they must be approved by Detention staff. This is only done Monday – Friday. An adult must accompany anyone under the age of 18. Visitors must produce a valid government issued ID such as: Driver’s License (DL), state ID card, passport or Military ID for identity verification. Children twelve (12) years of age or older must show a school ID or birth certificate.
The dress code for visitors is as follows:
- No Bare shoulders
- No low cut shirts
- No Shirts showing stomach
- No Short skirts and/or short shorts
- No See through clothing
If a visitor is disruptive or not properly dressed, visitation may be stopped or refused.
Remote Visitation Hours:
Seven days a week from 9 AM - 10 PM.
Visits cannot be scheduled during shift changes (2:30 PM to 3:30 PM) or meal times (11:30 AM to 1 PM and 5:30 PM to 7 PM).
On-site Visitation Schedule:
Monday - Friday from 1 to 5:30 PM and 7 to 9 PM
Visits cannot be scheduled during shift changes (2:30 to 3:30 PM) or meal times (5:30 to 7 PM).
On-Site Visitation will be closed on Sedgwick County observed holidays

Telephone Calls
Call Guidelines
All out-going inmate telephone calls are subject to monitoring and recording by law enforcement and may be used as evidence.
- Inmate calls are either prepay through the inmate’s phone account or collect to the caller.
- A supervisor at the facility will take emergency incoming telephone calls for inmates.
- If an emergency is determined to exist, the inmate will be informed and will return the telephone call via the inmate phone services to the caller.
- If a member of the inmate’s family passes away, the facility chaplain will make the notification after verification of the death.
Friends and family may email inmates. All emails are subject to the rates above.

Mail will be scanned and delivered digitally to the inmate. Inmates cannot receive parcels or packages—only standard personal letters and photos.
Mailing Requirements
- All mail must be properly addressed with identification information to clearly identify the inmate in custody. Mail will be returned to sender if information is insufficient to reasonably determine the identity of the inmate for whom it is intended.
- All letters must have a return address on the outside of the envelope.
- Only send a letter addressing one inmate in a single envelope. More than one inmate being mentioned in a single envelope will result in it being returned to the sender.
- The volume of printed material (including newspaper and magazine clippings) is limited to what is included in a first-class letter, not exceeding one ounce in total weight.
- Publications in paperback form (e.g. books, magazines, newspapers, newsletters) are permitted provided: They are mailed directly from the publisher or merchant, and they do not include nudity/partial nudity, sexually explicit content, obscenity or subversive material.
Privileged Mail
- Privileged mail (legal mail) must come from the following persons: licensed attorney, judges and clerks of any federal, state or local court, the director of the state department of corrections and his/her staff, the President, Vice-President, and Attorney General of the United states, The Governor, Lt. Governor, and Attorney General of any state, any member of the state legislature and any parole board member and must have official markings on the outside of the envelope and will be opened in the presence of the inmate and checked for contraband but will not be censored. Any mail otherwise designated “privileged” loses the status if it arrives via an intermediary.
- All non-privileged mail will be opened and checked for contraband prior to delivery to inmate.
- Non-privileged mail is subject to review and monitoring.
Where to Send Legal Mail and Paperback Books
- All legal mail will still be sent to Inmate Name, 141 W Elm, Wichita KS 67203.
- Paperback books from the publisher will be sent to; Inmate Name, 141 W. Elm, Wichita KS 67203. Limit 2 per week, any package with more than 2 will be returned to the publisher.
Unacceptable Mail
Items that are unacceptable will not be separated or thrown out. The entire envelope with its original contents will be returned to sender. Packages containing multiple books will be returned to sender if contents include hardback books, spiral notebooks, plastic disks, art supplies etc.
- If you send pictures or drawings, they will be scanned and sent electronically to inmates. If you are wanting to have the picture or drawing back, you must send a self-addressed stamped envelope in with the letter so they can be returned to you. All mail that is scanned will be destroyed after 60 days.
- Inmates housed in the Sedgwick County Jail are prohibited from writing to each other unless writing family members and the inmate must receive prior approval. Letters containing inmate to inmate mail will be returned. If it is deemed that inmates are attempting to circumvent this mail policy, they may lose privileges.
- Mail addressed to inmates who are no longer in custody will be stamped "Return to Sender, Inmate No Longer in Custody" and returned.
- Cashier’s checks, cash and money orders are not accepted through the mail. Mail containing these items will be returned to sender.
- Packages mailed to inmates will not be accepted but will be returned to sender unopened.
- Mail containing unacceptable items, sexually explicit content/drawings in letters or contraband will be returned with a note of explanation.
- Items that are impossible to inspect without destruction will be returned to sender (glued items, greeting cards).
Professional Visitation
Professional Visitation Hours:
- Monday - Thursday: 8 - 11 AM, 1 - 5 PM, and 7 - 10 PM
- Friday: 8 AM - 5 PM
- Sunday from 1 - 10 PM
Visitation will be closed from 11 AM to 1 PM and 5:30 to 7 PM for meal service.
Professional Visitation Procedure:
In order to maintain security, prevent the introduction of contraband and to prevent the unauthorized recording of conversations in professional visitation, equipment such as tape recorders, cameras, laptop computers, etc. are prohibited except as authorized.
Other than equipment and/or intern authorized under this section; legal documents, pens, pencils and writing materials are the only items allowed into professional visitation. All other items must be placed in the lockers in the lobby.
Signage will be posted in the lobby notifying persons going to professional visitation that all items being taken into the professional visitation area must be declared and may be subject to inspection.
This signage will also include a notice that the visitor is entering into a secured area of the facility and that because a contact visitation will occur, the Sheriff's Office will not be responsible for any personal injury or damage to personal equipment. K.S.A. 21-5914 Traffic in Contraband in a Correctional Institution will be posted on this sign.
A register of approved persons and agencies will be maintained at the lobby control position. Only a detention lieutenant, or higher rank, will add or remove any entries in this register. A partial list includes:
- Attorneys licensed to practice in Kansas with presentation of Bar Card
- Out of state attorneys when accompanied by an attorney licensed to practice in Kansas when charges are state or municipal. When charges are through federal court and the visitation is approved by the federal marshal's office; and by court order
- Persons licensed to serve legal process in Kansas
- Kansas commissioned law enforcement officers
- Out of state commissioned law enforcement officers with approval of at least a lieutenant with the Sedgwick County Sheriff's Office or an assistant district attorney with the Sedgwick County District Attorney's Office
- Kansas licensed private investigators with a letter from a Kansas attorney stating that the investigator is working for them and that the visit is directly related to case (defense) preparation
- Law enforcement officers of federal jurisdiction
- Investigators with the federal or state public defender's office
- Probation and parole officers for the federal government, State of Kansas, the 18th Judicial Court District, or municipal courts
- Mental health professionals as specifically directed by court order
- Persons authorized by the 18th Judicial Court District as bonding agents
- Federal, State or local agencies that are authorized to perform case management functions
- Person approved by a Watch Commander or higher authority
